Picard could take Vader easily. One kironide mineral shot would neutralize Vader's powers.
Then Picard's fencing technique vs Vader's clumsy robotic slashes would have Picard killing Vader in a fraction of a second.
This is not counting the Force though. I’ve always maintained that the films are too PG when it comes to using the power if you had actual telekinesis. Vader choked a guy through a video call, reaching out to pinch a couple blood vessels in Picard’s brain would just drop him instantly.
