The story gets sadder the more you read.
"Emaciated" doesn't happen overnight. I don't understand how Children's Services could not see this coming.
It's pretty obvious that the people who should have been responsible for these kids' safety dropped the ball in a big way. "People in the boys’ lives — including a therapist and teacher — saw red flags and, deeply concerned, alerted CAS, [the Crown attourney] said. But the boys stayed in [the accused]’s care for years." That's damning. Either utter incompetence or outright anti-Indigenous racism on someone's part.
