Maybe. But the Russians have always been better at psyops than us. It was true in the cold war and it's been true since their hybrid war over the last decade.
Putin is probably at his least clever now that anyone who can tell him nyet has been defenestrated. He's not a genius or anything, but he's smart enough to cause massive problems for everyone else.
Article 4 of the North Atlantic Treaty provides for the possibility of joint consultations between NATO allies "whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened".
