Of course it doesn't make sense. Doug Ford also thinks that putting beer in corner stores is more important than health care, and that we should spend massive amounts of time and money building a tunnel under the 401. He lives in a fantasy world.
The economy of downtown Toronto has been destroyed by WFH. The underground mall is empty. That's what his motivation is, CBRE et al., are sitting on billions of useless space.
Propping up the business model of people who overinvested in downtown Toronto real estate doesn't make sense for the general public either.
