US states rethink a long-held practice of setting speed limits based on how fast drivers travel

The 85th percentile rule is why Civil Engineers catch shit about not being real engineers. It’s basically:

“How fast can cars safely go on this road?”

“I dunno. How fast are they going now?”

Speed limit should be factored into (and a function of) road design, not just measured and guessed at after the fact.

Speed limits should only exist on surface roads and sections of interstate that go through town.
