Let's make it a permanent solution. Both sides can increase their flagpole by 1m every 2 years, alternating. So India gets to have the bigger one for 2 years while Pakistan seethes until it's finally their turn. Then Pakistan enjoys their flagpole for 2 years until it's India's time to grow. And so on.
It would keep them occupied for a few centuries until a reasonable limit is reached at 300-400m. Or even longer until they both build space elevators.
