This is more than just about the right to film. The buffer law allows a cop to arrest anyone for 'getting too close' while they are performing their duty. If they see you filming they can just arrest you for interfering because you are too close. Of course, no one is carrying a rape measure to be sure cops get that 25 ft buffer ....they arrest you anyway.
