BBC finds electrocuted, drowned and starved cats in online torture groups

I don't particularly like cats but I still cannot comprehend what kind of monster gets off on intentionally causing cats or any other living creature to suffer.

If we have to have an authoritarian state, why can't we use it to round up the monsters that do this? Put them in the fucking camps.
