I don't really see why regulation on this has to happen at the national level. Bees don't move around much. Farms don't move around. Could just let regions of France decide whether they want to permit or prohibit something.
In general, if you have to find least-common-denominator policies, they tend to result in more people being unhappy than if you can decide on policy at a more-granular level.
Maybe they would if they wouldn't get poisoned as soon as they leave the door :(
To give you more of an answer than the other guy:
It needs to be national, most of these pesticides are restricted use only. You have to have license to buy it and use it. I don't know how it works specifically in France but most probably there is some bodie that regulates it use in whole France. It is one market so if it is permitted somewhere it will get everywhere.
