France: Suspected arson causes major power outage in Nice

I wonder who might organise targeted acts of infrastructure sabotage in France. I really don't know if I have heard it happen before that some organisation, let's say a nation state might use sabotage to try and gain leverage with things like cutting deep sea internet cables.
