Settlement payouts come from the city, not the Police Department’s budget. Carsten Andresen, a St. Edward's University criminal justice professor, suggested some of the settlements should come out of the police budget as a consequence for police who perform poorly and as motivation for the department to address any underlying issues.
And the citizens at the receiving end of the misconduct are also the ones whose taxes pay for this.
