I read once that the original plan was for the captain to be French but Patrick Stewart killed it so hard in the audition they were like fuck it, I guess he’ll be British.
But when he goes to his childhood home it is a vineyard in France, but nobody has a French accent, everyone either has a British or American accent.
There's a comment in TNG's first season about French being a dead language. I'm guessing that was meant to hand wave Picard's accent.
My headcanon after seeing that episode was just that Fr*nce was conquered by Britain during world war 3
