I would guess it takes less resources to just patch these poor folks up and make it possible for them to become functional society members and workers again...instead of letting them to rot in prisons.
And if any crimes were involved, then at least give them reasonable conditions to sit their time out and educate them meanwhile.The GOP only wants to punish, not rehabilitate.
