I would say a Twitter post isn't one. At least scribble on an image of some.kind.

IMHO an idea that spreads person to person, not just PSAs that are unlikely to be shared further.
So the avocado face on the bottom right of this image IS a meme. And if this Tweet turns into a copypasta, then it's a meme.
I've seen this particular tweet like a dozen times now, so it's definitely spread far and wide. Some people only think of image macros as memes, but yes the broader definition I've seen is essentially a viral concept.
You're 100% right. But I've seen comics and tweets do well here, so this post isn't going against the norm
