TIL that New York City has a higher population than all but 12 states
US states by population data (you'll have to do a little work to sort).
New York City population - estimated 8.4M in 2024.
The only states it's lower than are:
- Virginia
- New Jersey
- Michigan
- North Carolina
- Georgia
- Ohio
- Illinois
- Pennsylvania
- New York
- Florida
- Texas
- California

I'm never sure what people mean when they write "all but".
That it would be all, but there are listed/counted exceptions. NYC would have a higher population than all states, but the 12 listed ruin the fun
All except for is how I meant it. I could have gone the other way and said higher than 38 I suppose.

Honestly, it would be a fair question from many a native speaker so your English is superb for what it's worth.
