This sounded ambiguous, but at the end services keep both hooligans and judges, so I'll leave it this way.
We have alot of cowboys( as they are called loacally) (basically corupt local politicians sitting at majoral, or similary influental, seats) whose sons(descendants) are deliqents (including hoolingans) and for who those cowboys cover (by threating, bribing, ... almost anythong goes just not to publicly soil their name)
Here is a example, for years his son did any crime under the Sun (beside murder), before ending in prison (all prior crimes were covered by father before ever beeing recorded by bribing police cheif and no one was convicted for that)
