Harvard has a $52 billion endowment
Columbia has a $15 billion endowment and they caved for $500 mil.

I'd say complicit rather. They've not exactly been protecting their own students.
Endowments are ear marked. You don't always get a blank cheque. It may have obligations tied to them.
harvard has a hell of a lot more than just the largest endowment of any educational institution.
