According to the sender, this wasn't sent out last year. I wonder which political party is having issues with "strong emotions" that could make life hazardous for them?
Also "up to and following the election" you mean attempting to overthrow a government if they lose?

I've seen a few people being idiots removed already this year for intimidating or otherwise campaigning at the polling places.
