It's really easy, you cut all federal funds to those cities and if the state subverts it you cut all the stage funding. When they have no federal road dollars, education dollars, social security checks, and on and on the let them cry in their dystopian hell as everything g coapses around them. Red states exist bc of federal welfare.
Granted there's never been a modern dem in power with the balls to stand behind anything ever and not give in to nazi Republica challenges. But it could work if it weren't for that.
