There's a virus in the station that's giving everyone aphasia.
And it is tied into the replicator, which he was trying to fix but instead accidentally activated this “weapon”.
And then Quark made it so much worse when he decided to use the infected command level replicators to serve his clients thus spreading the infection far and wide.
