Shouldn't it be 1,000? Or have a "numbers listed in thousands" legend?

"Per capita" means per thousand peopleWhoops I'm wrong it just means per person! I guess I've seen it so commonly used in the per thousand way
I too thought per capita was per 1,000. Is this the Mandela effect?
Looking into it a bit, it seems like it's just a fairly common misuse of the term.
